A proud Computer Sciences graduate of the esteemed Georgia Institute of Technology, DJ brings a wealth of expertise and strategic vision as Founder and CEO of Digital Consultants. Under his leadership, Digital Consultants is committed to achieving unmatched excellence for our clients while expanding into transformative and complementary global markets.

Stephan Picard brings unmatched leadership to Digital Consultants. A combat veteran with twenty-seven years of service culminating at the rank of Colonel, Stephan exemplifies intuitive and versatile leadership. His ability to synthesize operational requirements with strategic vision guides Digital Consultants exponentially. Stephan oversees strategic planning, operational excellence, and business development initiatives driving mission-critical communication systems that deliver cutting-edge internet technology commodities with high-impact implementation. He has held key public roles including Deputy Director at the White House Military Office enhancing the efficiency and effectiveness of federal continuity programs and national contingency planning.  Stephan holds a Master’s Degree in Systems Engineering and a Bachelor’s in Business Administration; certified as a Program Management Professional (PMP), with Level 3 certifications in DoD Program Management and Systems Engineering.

William Davis has been a driving force behind Digital Consultants’ growth since joining the company in 2018. As Chief Growth Officer, Bill leads the strategic vision for business development, forging lasting partnerships, and expanding the company’s presence across diverse markets. Under his leadership, Digital Consultants has secured significant contracts with major federal clients and enhanced its reputation for delivering cutting-edge internet technology, cybersecurity, and program management solutions. With over 30 years of military and industry experience, Bill brings expertise in program management, strategic planning, and acquisition processes. Before joining Digital Consultants, he held leadership roles where he managed multimillion-dollar portfolios, developed critical infrastructure plans, and led national-level programs. A retired Air Force officer, his analytical acumen and operational insights have been instrumental in achieving sustainable growth and positioning Digital Consultants as a premier service provider. Bill holds a Master’s Degree in Physics and a Master’s Degree in Military Operation Art & Science and holds Level 3 certifications in DoD Program Management, Systems Engineering, and Test & Evaluation.

Clinton P. Ashby is a combat veteran with 23 years of active-duty military service, culminating in his retirement as a Lieutenant Commander (LCDR) through the Navy’s Limited Duty Officer program. With over 43 years of experience spanning Department of Defense (DoD) operations, telecommunications, and information assurance, Clint has earned a reputation for exceptional leadership and operational excellence. In his current role, he drives Digital Consultants’ strategic growth initiatives, overseeing business development and capture efforts that secure high-value contracts and foster relationships aligned with the company’s mission to deliver innovative IT and telecommunications solutions. Clint’s career is marked by record-setting achievements, including sustaining mission-critical systems at unprecedented reliability levels and leading multidisciplinary teams in complex operational environments such as the USCENTCOM Area of Operations in South West Asia. His leadership and technical expertise have been instrumental in positioning Digital Consultants as a trusted partner to federal clients, shaping solutions that address evolving defense and IT challenges. Clint continues to exemplify the values of service, innovation, and excellence, guiding the company’s vision for sustained success and market expansion.

Dan Keelean is the Senior Vice President of Operations at Digital Consultants, LLC. Since joining the company in 2019, Dan has overseen the company’s portfolio of projects and managed relationships across a broad spectrum of public, private, and not-for-profit customers. He successfully led the company in obtaining its ISO 9001:2015 certification in 2019. Dan has over 20 years’ experience working with Federal customers, primarily within the Department of Defense (DoD) and Department of Homeland Security (DHS). In his prior roles he has served as an operations analyst and subject matter expert, was a staff officer at the Pentagon in support of the Joint Staff Counter-IED urgent operational needs requirements program, managed project teams on high-visibility projects for the Federal Emergency Management Agency, and led the Policy and Program Analysis Division for a Federally-Funded Research Development Center supporting DHS. He holds a Master’s Degree in Public Administration from New York University and a Bachelor’s Degree in International Relations from American University. He became certified as a Program Management Professional (PMP) in 2011 and achieved CMMIv3 certification in 2025. 

J. Cole Turpin is a senior-level human resources professional with multi-state and international experience leading human resource strategies in federal government contracting with the DoD and other federal agencies. He holds an MBA from Louisiana State University and a Master of Legal Studies in Employment Law from Trinity Law School. Cole is currently pursuing a Doctor of Psychology in Human & Organizational Psychology degree. His experience spans various industries and company sizes, and he has expertise in several areas of human resources. He aligns with our tagline, “Leading with our People” by being a passionate leader and valuing employee satisfaction, development, and overall well-being.

As the Talent Acquisition Manager at Digital Consultants, Tiffany Newville is dedicated to building and supporting a high-performing team by identifying, attracting, and hiring top talent who synergize with the company’s growth and culture. With extensive experience in full-cycle recruitment, Tiffany is responsible for developing and executing strategic recruitment initiatives meeting the dynamic needs of a fast-growing company. She partners closely with leadership to understand business goals and ensure that recruitment strategies align with the company’s vision. Her approach merges extensive expertise in sourcing and talent acquisition with customized, candidate-oriented experiences. Passionate about connecting the right people with the right opportunities, Tiffany plays a key role in helping Digital Consultants grow by retaining exceptional talent within a positive, inclusive work environment.

Harvey Black is a highly experienced information technology and cybersecurity leader with extensive expertise in supporting federal, intelligence, law enforcement, financial, academic, and international organizations. He holds CISSP, ITIL, and CompTIA certifications along with a Master’s Degree in Information Systems. With over two decades of experience, Harvey has led high-impact cybersecurity initiatives, including overseeing digital transformations, managing large-scale information technology projects, and advising on cybersecurity policy for the U.S. Army, Air Force, the Intelligence Community, and the U.S. Treasury. He has successfully managed teams, enhanced cybersecurity postures, and driven compliance with industry standards, including RMF, CMMC, ISO 27001, and GDPR. Harvey excels in governance, risk compliance, and information assurance, having delivered results in mission-critical environments such as Army Knowledge Online, Air Force Office of Special Investigations Headquarters, and the Air Force Security Forces Center. He currently serves as a Portfolio Director and Information Systems Security Manager (ISSM) where he continues to drive innovation and security excellence for Digital Consultants and its customers.

Matt Huffman has extensive experience in the effective management of comprehensive communications programs, demonstrating proficiency in overseeing projects from inception to completion. Matt is adept at strategic planning, engineering, and execution, encompassing the full spectrum of equipment installation and maintenance. He also brings skill in the recruitment, training, and management of personnel, coupled with the development and oversight of organizational and project budgets. He has a proven track record of establishing and monitoring program goals, leading cross-functional teams, and leveraging the Project Management Body of Knowledge (PMBOK) and Earned Value Management principles.
